6月10日下午，区委书记马洪广带队深入永洋特钢项目一线，督导调研重点项目建设工作。马洪广一行先后到赛迪永洋冶金备件制造、永洋精品重轨车间等重点项目调研，现场协调解决问题，督导项目进展，推动重点项目建设扎实高效开展。区领导李洪魁、刘子珂，有关部门、乡镇主要负责同志参加。

在调研过程中，永洋特钢集团总经理杜晓方详细汇报了集团重点项目进展及安全生产、疫情防控情况。表示永洋特钢集团在特殊敏感时期要求干部员工提高政治站位，切实增强安全生产的责任感和使命感，要求各厂部专题研究，持续动员部署，层层传达压力，保证全员时刻绷紧安全生产这根弦；全面开展隐患大排查大整治活动，邀请钢铁行业专家驻厂紧盯重大风险领域，防范化解安全风险；强化全员安全警示教育培训，提高全员安全意识；严格管控高危作业，能停则停，非干不可的提级管理；要求各单位加强应急值守，夜间必须有一名厂部级干部驻厂值班，确保24小时在岗及通信畅通；相关方施工能停则停，非干不可项目措施到位，经主管安全部门验收后方可施工；全力做好疫情防控工作，严格门岗管理，非必要不外出，外出回来及时向政府报备，同时加强对运输车辆的管控，实行货物运输闭环管理，全面落实常态化防控措施，通过严抓细管，压实各级领导责任，认真落实各项措施，确保党的二十大召开期间零事故、无疫情，创造良好的生产经营氛围。

通过现场督导检查，区领导一行对永洋特钢集团的重点项目建设、安全生产管理、疫情防控工作给予充分肯定。马洪广强调，全区各级各部门要坚决贯彻落实党中央“疫情要防住、经济要稳住、发展要安全”要求，始终把重点项目建设作为全区“一号工程”，全力加快重点项目建设，推动全区经济社会高质量发展。在建项目要统筹抓好疫情防控和项目建设，抢抓有利施工时间，严格落实安全生产和环保要求，增上施工人员、机械，科学统筹施工管理，狠抓施工质量，倒排工期，挂图作战，盯紧时间节点，加快施工作业，确保项目早建成、早投产。各投产项目要加强科技创新，增上新项目、新产品，提高产品附加值，加快组织生产，抓实产品质量，积极开拓市场，努力为全区经济高质量发展贡献力量。相关区直部门、乡镇要增强服务意识，主动服务项目建设，强化要素保障，努力为项目建设解决更多实际困难和问题，保障项目建设高效有序推进，确保实现全区年度经济发展目标任务。

During the investigation, Du Xiaofang, General Manager of Yongyang Special Steel Group, reported in detail the progress of the Group's key projects, safe production and epidemic prevention and control. It said that Yongyang Special Steel Group required cadres and employees to improve their political position during the special sensitive period, and effectively enhance their sense of responsibility and mission for safe production. It also required each factory headquarters to study special topics, continue to mobilize and deploy, and convey pressure layer by layer, so as to ensure that all employees always tighten the string of safe production; Comprehensively carry out hidden danger investigation and rectification activities, invite steel industry experts to stay in the factory to focus on major risk areas, and prevent and resolve security risks; Strengthen the safety warning education and training for all staff to improve their safety awareness; Strictly control high-risk operations, stop if possible, and promote management if necessary; All units are required to strengthen emergency duty, and a factory ministerial level cadre must be on duty at night to ensure 24-hour on duty and smooth communication; The relevant parties can stop the construction if they can, and the project measures must be in place, and the construction can only be carried out after the acceptance of the competent safety department; We will make every effort to do a good job in epidemic prevention and control, strictly enforce gate post management, do not go out unnecessarily, and report to the government in a timely manner when coming back from going out. At the same time, we will strengthen the control of transport vehicles, implement closed-loop management of cargo transport, fully implement normalized prevention and control measures, and carefully implement various measures to ensure that there are no accidents and epidemics during the 20th National Congress of the Communist Party of China, creating a good production and operation atmosphere.

Through on-site supervision and inspection, the district leaders and their delegation fully affirmed the key project construction, safety production management and epidemic prevention and control of Yongyang Special Steel Group. Ma Hongguang stressed that all departments at all levels in the region should resolutely implement the requirements of the CPC Central Committee that "epidemic disease should be prevented, economy should be stabilized, and development should be safe", always regard the construction of key projects as the "No. 1 project" of the region, and spare no effort to accelerate the construction of key projects to promote high-quality economic and social development of the region.
